Reading this the only thing that seems to fit a description of a permit is the completion of the handgun safety course. Otherwise the purchase requirements seem fairly standard. There is also the 10-day waiting period but that wouldn't fall under a permit in my mind that's just waiting. Pretty much any place now can have up to a 3-day waiting. If the national InstaCheck does not come back immediately with approval.
I suspect that these laws have not been challenged under the bruin decision yet. Some may continue to stand and some may get stripped down it's difficult to say as these are not what I would consider onerous requirements on the purchase of a firearm.
